Changing euro travellers cheques to euros

I wish to change 700 euro travellers cheques into euros.

The best rate Ican get is 610 euros for my 700 euro cheques.

Can anyone tell me how I can do better?

Is there any way I can change my signature to another signature?

There are reasons I cannot travel to a european zone to use the cheqes.
